Article “32” of police Order 2002 made the provision of the Annual Policing Plan mandatory for every head of the District Police, in which he put forward details of objectives and achievement and set targets to be achieved for good performance of the police
The police system is Pakistan is always criticized on account of inefficiency, lack of public trust and insufficient mechanism to comply with international policing standards. A number of attempts by previous governments have been made to reform the police system but mostly influenced by political decisions. A Strategic Development Plan to revamp the police system of Capital City Police, Lahore has been framed for organizational growth and professional development keeping in view the existing challenges and future needs. Strategic Planning is an organization‟s process of defining its strategy or direction and making decisions on allocation of resources to peruse its goals for at least three to five years. The proposals framed in the given strategic framework are based on empirical evidence collected through data from various police units. The ultimate objective of proposed strategic plan is to devise a strategy to develop Capital City Police of Lahore as per international Standards of policing.
The proposed plan will not only fulfill the gaps in legal regimes for effective law enforcement but also transform the organizational structure as well as culture for more efficiency and effectiveness. It will also strengthen the mechanism of Internal & External Accountability of Police through enforcement of proposed procedures with the implementation of public oversight structure.
